Investigators found neglected care, missing accountability, and evidence that justice oft walked slower than authority.
Therefore let these pages preserve not only the proclamations, but the consequences; not only the policies, but the people who bore their weight. And there came reports of civilians slain during enforcement operations, of mothers and fathers who departed their homes yet returned no more. Independent investigations counted shootings, while watchdogs chronicled deaths within detention, asking whether many among them might have been prevented had proper care been given. Yet the keepers of the system answered, "All hath been done according to procedure."
And the physicians searched the records, declaring that the vast multitude of deaths in custody might have been prevented with appropriate medical care. They found missing treatments, incomplete diagnoses, neglected illnesses, and records wanting. Yet accountability tarried, for investigations often ended where responsibility should have begun.
And families cried aloud for justice, while lawyers brought forth civil rights complaints and wrongful death actions. Medical examiners rendered findings that sometimes stood at odds with official accounts, and witnesses bore testimony of what their own eyes had seen. Thus did one report answer another, while truth waited patiently among the evidence.
Yet the faithful proclaimed, "The mission remaineth righteous." And every tragedy became an isolated event, every criticism open borders, and every question a betrayal of the cause. Thus compassion became weakness, oversight became obstruction, and accountability became the enemy.
But history remembereth not the slogans alone. It remembereth the names, the reports, the lawsuits, the autopsies, the investigations, and the families left behind. For nations are judged not only by the borders they defend, but by the humanity they preserve.
